The project is located in the eastern suburb of Tbilisi City, about 9 kilometers away from the city centre, and the straight line distance between the two is only about 6 kilometers. Since the commencement of construction in 2012, total construction area of 520,000 square metres has been completed in the first phase of the project. It has built a customs office area, a bonded area warehouse, a trade city, a Tbilisi Sea commercial plaza, an exhibition centre, etc., and there will be the residential area of Tbilisi Sea New City, a five-star hotel, recreational centres and restaurants. The Georgian Government has granted a number of preferential terms and conditions to the Hualing Special Economic Zone to guarantee the investment rights of the "Special Economic Zone" project. For example, the project construction party shall be exempted from all taxation in the coming 10 years; a bonded zone may be established within the Hualing International Special Economic Zone, and the processing equipment, machinery, supplies and materials required by enterprises in the bonded area shall be exempt from import duties and value-added tax. At the same time, a tax-free industrial zone can be established in the Hualing International Special Economic Zone to enjoy the current preferential terms and policies of the Georgia Duty-Free Industrial Zone.
