In June 2015, the provincial government of Jiangxi issued a Notice on Jiangxi's Implementation Plan for Participating in the Building of the Silk Road Economic Belt and 21st Century Maritime Silk Road. The Plan clearly outlines Jiangxi's development objectives and, in particular, its aim to raise the value of exports to and from countries along the Belt and Road to more than US$30 billion, increase its uptake of foreign investment from these countries to more than US$10 billion, increase the contract value of projects in these countries to more than US$10 billion, and increase its outward investment in these countries to around US$5 billion. In the intermediate term, Jiangxi will further deepen its co-operation and coordination mechanisms with these countries and strengthen co-operation and exchanges with compatible regions of the major countries along the Belt and Road. The Plan lists 26 priority projects as key to its participation in the building of the Belt and Road. These projects include (1) the construction of external links, (2) industrial investment, (3) economic and trade co-operation, (4) people-to-people exchanges, (5) and key support platforms for opening up.
