Heilongjiang’s Plan to Support Harbin in Establishing Cross-Border E-Commerce Comprehensive Pilot Zone

On 25 April 2016, Heilongjiang province issued a plan for promoting online-offline interaction in order to accelerate the innovation, development, transformation and upgrading of commerce circulation. The plan calls for greater efforts to accelerate the integrated and innovative development of online-offline operation, promote the innovation of business models, and achieve the transformation and upgrade of retail sales, consumer services, producer services and other physical forms of business. With regard to the development of cross-border e-commerce with countries along the "Belt and Road", its urges that steps should be taken to achieve the integration of domestic and overseas markets through cross-border e-commerce co-operation. Further steps should be taken to build cross-border e-commerce pilot cities in Harbin, Mudanjiang and Suifenhe by supporting Harbin in the establishment of the China (Harbin) Cross-Border E-Commerce Comprehensive Pilot Zone and building clusters of cross-border e-commerce commercial and industrial bases with Harbin as the hub and a service area covering Suifenhe, Tongjiang and a number of other ports.
