The Harbin-Changchun Megalopolis Development Plan was formally approved by the State Council on 29 February this year. In line with this, action will now be taken to implement the plans of the Party Central Committee and the State Council in accordance with the agreed blueprint for promoting economic, political, cultural, social and ecological progress. Overall, the scheme will abide by the principles of innovation, coordination, environmentally-friendly growth, opening up and sharing.  It will also look to capitalise on the opportunities arising from the Belt and Road Initiative. One of the priorities of the plan will be the revitalization of the city’s former industrial bases in order to transform the Harbin-Changchun megalopolis into a green, livable and business-friendly city cluster, boosting both its influence and its competitive edge.
