**BACKGROUND**
Singapore targets to import 6 GW of clean and low carbon energy by 2035.
In July 2022, Singapore Energy Market Authority (“EMA”) invited interested companies to submit their proposals for importing up to 4 gigawatts (GW) of electricity in Singapore, and the EMA’s Request for Proposals (RFP2, August 2023 version) to appoint licensed electricity importers was concluded as of 29 December 2023
The above RFP2 has generated strong interest from credible parties to participate in energy import projects, and to ensure adequate supply to meet Singapore’s future energy needs and achieve net-to-zero by 2050, Singapore has recently increased the import capacity to 6 GW.
As of June 2025, EMA has issued Conditional Approvals to ten (10) projects to import low carbon energy from Australia, Cambodia, Indonesia and Vietnam, and six (6) projects have made substantial progress and were awarded the Conditional Licenses by EMA
**PROJECT INTENT**
The proposed project (“Project”) shall be developed on an Island in Riau Islands Province, Indonesia and export energy to Singapore via subsea cable to the designated Singapore landing/connection point (“CP”), in response to the EMA RFP2 , as well as allocating small MW to province to fulfill and satisfy local compliance.
