Gansu's Implementation Plan for Participating in the Building of the Silk Road Economic Belt and 21st Century Maritime Silk Road

In accordance with China's overall deployment, the provincial government of Gansu has issued its Implementation Plan for Participating in the Building of the Silk Road Economic Belt and 21st Century Maritime Silk Road. This has seen it put forward a strategy of adhering to the "one cardinal concept" of building the “golden section” of the Silk Road Economic Belt, exerting considerable effort to build "three key platforms", "six key windows" and "eight key node cities", and advancing "the construction of five key projects" (abbreviated as the "13685" strategy). Seizing the opportunities offered by China's in-depth implementation of the Belt and Road Initiative and the western region development strategy, it will further look to secure international and domestic co-operation and build the province into an important gateway for China's westward opening and a strategic base for sub-regional co-operation in the hope of realising the objective of achieving "five connections" (referring to policy coordination, facilities connectivity, unimpeded trade, financial integration and people-to-people bonds) by the middle of the 21st century. Ultimately, the aim is to establish Gansu as a golden corridor for international economic, trade and cultural co-operation as part of the Belt and Road Initiative.
