Henan’s Implementation Plan for Participating in the Building of the Silk Road Economic Belt and 21st Century Maritime Silk Road

On 1 December 2015, Henan province officially announced the Implementation Plan of Henan Province for Participating in the Building of the Silk Road Economic Belt and 21st Century Maritime Silk Road, confirming the strategic positioning of the province with regard to the Belt and Road Initiative. As part of the plan, Henan will look to establish itself as (1) an important integrated transport hub and commercial logistics centre for the Belt and Road; (2) a leading interaction and cooperation platform for regions along the New Eurasian Land Bridge; and (3) a key access point for the opening up of China's inland regions to the outside world. At the same time, a number of development goals have been set with the hope that, by 2020, Henan will have achieved cooperative breakthroughs with countries along the Belt and Road in several key areas, including agriculture, modern logistics, food processing, equipment manufacturing, cultural development and tourism.
