Guangxi's Implementation Plan for Participating in the Building of the Silk Road Economic Belt and 21st Century Maritime Silk Road

On 1 February 2016, the People's Government of the Guangxi Zhuang Autonomous Region published Guangxi's Implementation Plan for Participating in the Building of the Silk Road Economic Belt and 21st Century Maritime Silk Road. This Plan covers eight key points: (1) promoting connectivity co-operation with countries along the Belt and Road by building "one hub, one centre, five passages and six networks"; (2) promoting trade and logistics co-operation by improving the bonded logistics system, promoting the innovative development of traditional trade and developing cross-border e-commerce and other new forms of business; (3) building cross-border industry chains by promoting the "two countries, two parks" model (China-Malaysia Qinzhou Industrial Park and Malaysia-China Kuantan Industrial Park) of international co-operation, co-operating with countries along the Belt and Road in building more industrial co-operation parks and key bases for international production capacity co-operation, promoting enterprises "going out" and "bringing in", and advancing industrial convergence; (4) promoting cross-border financial co-operation; (5) stepping up people-to-people exchanges (6) extending maritime co-operation and building the China-ASEAN port cities co-operation network; (7) strengthening ecological and environmental co-operation; and (8) building major co-operation platforms, implementing the China-ASEAN Expo upgrade programme, and upgrading the Pan-Beibu Gulf Economic Co-operation Forum.
