About this project

SNR is declared as a protected area in Gauteng. It offers environmental education, outdoor recreation services, cultural-historical services, conferencing facilities and self-catering accommodation. It is positioned as a destination for nature-based tourism, a position that it achieved and maintained for a number of years before its decline.

Project seeks funding for renovation, upgrading and maintenance of visitor facilities, accommodation (chalets and caravan park), conference and catering facilities, water park with indoor and outdoor pools, restaurant and picnic area.

A 20 year PPP concession Public Private Partnership (PPP) with Gauteng Tourism Authority’s (GTA), Gauteng Department of Economic Development (GDED) and Gauteng Department of Agriculture and Rural Development’s (GDARD). The private party will be fully responsible for operating and maintaining the hospitality and accommodation facilities. The concession contract will be jointly managed by GDARD and GDED. The rest of the reserve, natural resources management and conservation activities will remain responsibility of GDARD.

A 70/30 debt equity ratio is assumed for the private party in respect of the capital expenditure amount. A further equity proportion of 35% and a 65/35 Debt/Equity ratio.
